Each village had a young men's association called a wakate-gumi around 1908. A certain coal pit abolished their young men's association called a wakaimon-gumi and organized a new youth association called a seinen-dan. The coal pit was Kamimio Coal Pit run by Mr. A. Personnel Foreman (Jinji Kakaricho) Mr. Hoashi at that time tutored about a hundred members of the seinen-dan named "Jissenkai."
Since that time the behaviors of the youth in the pit naturally improved. However, each pit worker had a different job and worked on a different shift, and it was impossible for them to assemble all at once for their meetings held on occasional holidays. Additionally, since members who worked night shift could not attend the meetings and there were many who moved to other pits, the seinen-gumi (seinen-dan) was destined to decay naturally without lasting long.
The member of the youth association wore an informal cotton kimono called a yukata in summer and a dark blue frock called an atsushi in winter. The folding paper lantern with a bow-like handle called a yumihari chochin was a symbol of the seinen-kai (seinen-dan) at that time. A few officers of the seinen-kai also used the paper lantern for horse riding called an umanori chochin [Translator's Notes: It had a long handle of whale whisker to be inserted between the waist and the waist belt].
