This is a one-horsepower winding machine around 1900 in the late Meiji era.
Even a primitive device like this improved mining efficiency at small-scale coal pits mining coal by driving many short simple haulage ways (tanukianashiki yama: pits mining coal by badger-den mining). When the mine car was sent down into the slope, the pony was not used but a sprag (boto) was inserted into the gaps of the rear wheels of the mine car to prevent it from descending too fast.
The pony turned the windlass by itself though the groom did not walk around it with the pony so many times. The mine car was loaded with about 300 kg of coal.
